When it comes to translating no hay que into English, we have two possible meanings.
Without context, we cannot be sure whether the negation applies to the obligation or to the verb that follows it, i.e. 'no (hay que hacerlo)', or 'hay que (no hacerlo??)'. Since this second example isn't correct Spanish, the sentence remains ambiguous and could mean one of two things:1
1) it isn't necessary/obligatory
-No hay que ser un genio para saber eso — You don't need to be a genius to know that
-No hay que presentarse para ese examen — You don't have to show up for that exam
-No hay que limpiar la cocina todos los días — The kitchen doesn't need cleaned every day
2) you shouldn't/mustn't
-No hay que que infravalorar a Trump — Trump mustn't be underestimated
-No hay que comer tanta porquería — One musn't eat so much junk
-No hay que verlo así — You shouldn't look at it that way
3) As discussed previously, the same situation occasionally arises with tener que.
-No tienes que decírselo a nadie, es un secreto — You mustn't tell anyone; it's a secret
→No tienes que hacerlo si no quieres — You don't have to do it if you don't want to
