The verb afectar (and to a lesser extent perjudicar and other verbs of 'afección psíquica', which are usually used with people or personified things) tends to take the 'personal a', even when referring to inanimate objects. When using the object pronoun, le is frequently used for inanimate objects. 

-Esto afectó a la economía — This affected the economy ['A' más frecuente en España que en Latinoamérica]

-No afecta al bienestar de otros — It doesn't affect other people's well-being

-Al mercado le afectó mucho la crisis — The market was badly affected by the crisis

-El tabaco puede perjudicar (a) la salud — Tobacco can be detrimental to your health [Se dice más sin 'a', pero se ve escrito de ambas formas]
-Se trata de una medida que perjudica al sector turístico — It's a measure that has an adverse effect on the tourist sector [Se suele escribir con 'a' en este contexto (tras un pronombre relativo), para evitar ambigüedad entre el sujeto y el objeto]
